Stroud began in 1892 when James W. Stroud built a store and post office on his homestead, and the town moved to its present site in 1898 to meet the Frisco Railroad. Its location at the junction of Route 66 and State Highway 99, and later at the midpoint of the Turner Turnpike built in 1951-52 between Oklahoma City and Tulsa, made it a highway stopover town. Its economy has shifted from cotton and 1920s oil to manufacturing and distribution, with employers including Service King, Allied Materials, Miller Truck Lines, SYGMA and Mint Turbine. The Sac and Fox Nation, headquartered five miles south, is one of the community's major employers.

Lincoln County as a whole is genuinely Cross Timbers country — the 1970 USDA Soil Survey states that about 17 percent of the county is bottom land, 39 percent upland prairie and 44 percent partly wooded Cross Timbers. But Stroud itself is not the sandy part. A spatial query of current USDA SSURGO data returns mostly clay map units — Renthin, Renthin-Grainola, Grainola-Ironmound, Seminole, Coyle, Masham-Lucien — alongside Darnell-Stephenville complex. Renthin and Grainola are silt loam or silty clay loam over dense clay subsoils with slickensides; Grainola sits on shale at 20-40 inches and Darnell on sandstone at just 10-20 inches, with an official excavation-difficulty rating of high or very high. The county's deep sands total only about 6% and track the Deep Fork North Canadian River, not Stroud. Roughly 27.6% of Lincoln County carries high or very-high shrink-swell soils. Do not describe Stroud as easy sandy digging.

Stroud has no standalone building department; permit applications are obtained and filed at City Hall, PO Box 500, Stroud, OK 74079, phone (918) 968-2571, Monday-Friday 8am-4pm. The city publishes Building, Electrical, Plumbing, Mechanical, Paving or Curb Cut and Sign permit applications, which may be completed online but must be printed, signed and delivered to City Hall. Contractor business licenses are $200 initial and $100 renewal. Code enforcement is (918) 968-2890. Stroud publishes no pool-specific permit requirement, fee, or barrier ordinance that could be located — UNDETERMINED; call City Hall directly.

The nearest station with NOAA 1991-2020 normals is Chandler, OK (USC00341684), the Lincoln County seat roughly 15 miles west: average highs of 81.1°F in May, 90.6°F in June, 94.6°F in July, 94.6°F in August and 86.6°F in September, with normal precipitation of about 36.1 inches a year. Average highs are at or above 80°F from May through September. Stroud is squarely in Oklahoma's severe weather belt — the May 3, 1999 outbreak destroyed the town's Tanger Outlet Center, which was never rebuilt.
