Holdenville was surveyed in September 1895 after the Choctaw, Oklahoma and Gulf Railroad reached the area and was named for J. F. Holden, a railroad official; it incorporated in 1898 and won a 1908 runoff election to become the permanent seat of Hughes County. The economy was historically agricultural - cotton, peanuts, pecans, corn, hay and oats - before oil development in the 1920s and 1930s; the population peaked at 7,268 in 1930 and has declined since. Current major employers include The Pork Group (a Tyson Foods subsidiary), the Davis Correctional Facility and the Creek Nation Casino.

Holdenville is a small city; permit applications are submitted at City Hall, and Code Enforcement is listed as a city department on the official city site. Building regulations are codified in the city's Code of Ordinances (Chapter 150, Building Regulations; also Chapter 1, Building Code and Regulations) hosted by American Legal Publishing. The actual ordinance text could NOT be retrieved (American Legal returned HTTP 403), so specific permit fees, adopted code editions and any pool barrier requirements are UNDETERMINED. Whether a separate Hughes County permit applies outside the city limits was also not determined. Call City Hall to confirm.
